The questions and answers below will answer most of your questions on changes of use, here we will go into a little more detail for you. A change of use basically consists when you are changing the use of a building or parcel of land from one thing to another. The obvious use changes are from a shop to a house or vice versa or a piece of farm land into a piece of garden. However, some shops or industrial units may need a change of use if another job or function is started there. For example if a car parts manufacturer wanted to expand to manufacturing tyres as well, they would need to apply for a change of use from B1 to B2. View our Use Classes Order (PDF).

What to do to get this service

If you wish to change the use of a building or land you will need planning permission.

You will need to complete a 'Change of Use' application form which is available from the Customer Service reception at the Council Offices. If you ring the Customer Service Team on 01775 761161 they can arrange for the forms to be posted to you.

Who can apply?

Anyone can apply for a "change of use" to a building or land.

How much will it cost?

Planning application fee is £335.00.

How long will I have to wait for a response?

Planning Application validated within 24 hours.

How long will the whole process take?

A minor application will take 8 weeks and a major one will take 13 weeks.

What do I need to provide?

Four copies of Planning Application forms, four copies of a site location plan with the boundaries of the premises in question marked in red and possibly scaled drawings.

Q. What is the definition of a change of use?
A. A change of use is when the purpose of a building or plot of land is altered for example when a shop is changed into a dwelling or agricultural land changed into a domestic garden.
