Licence - Dog breeder's



How we provide this service

Licence for dog breeding is supported by Community & Neighbourhood Services, Food Safety & Licensing.

A breeding establishment is defined as any premises where the business of breeding dogs for sale is carried on. A person will be presumed to be carrying on the business of breeding dogs for sale where during a twelve month period five or more litters are born to a bitch or bitches or if it can be proved that it is being run as a business.

It is an offence for a licensed breeder to sell a puppy other than direct to a prospective owner or via a licenced pet shop

What to do to get this service

An inspection of the premises will be undertaken prior to the licence being issued to assess suitability on criteria similar to those for animal boarding establishments.
Before granting a licence the Licensing Officer will need to be satisfied that:

- That the dogs will at all times be kept in accommodation that is suitable in respect of construction, size of quarters, number of occupants, exercising facilities, temperature, lighting, ventilation and cleanliness.
- That the dogs will be adequately supplied with suitable food, drink and bedding material, adequately exercised, and (so far as is necessary) visited at suitable intervals.
- That all reasonable precautions will be taken to prevent and control the spread amongst the dogs of infectious or contagious diseases, including the provision of isolation facilities.
- That appropriate steps will be taken for the protection of the dogs in case of fire or other emergency, including the provision of suitable and sufficient fire fighting equipment.
- That all appropriate steps will be taken to ensure that the dogs will be provided with suitable food drink and bedding material and adequately exercised when being transported to or from the breeding establishment.

What to do to get this service continued

Download and complete a Licence application form sign the form to confirm that you will pay the fees for the vet's inspection and enclose the necessary fee. These licences are renewed on a calendar year basis and there is a renewal fee.

How long will the whole process take?

On receipt of your application form, and fee we can start to process your application.

There will be a consultation period of 14 days with Responsible Authorities.

A licensing inspection, and if necessary a veterinary inspection, will be carried out.

Upon satisfactory completion of these processes a licence will be issued.
