What is Anti Social Behaviour

It is difficult to define. What one person considers to be anti-social behaviour another may believe to be perfectly acceptable and reasonable. The Crime and Disorder Act defines anti-social behaviour as follows:

"When a person behaves in a manner that causes or is likely to cause harassment, alarm or distress to one or more persons not of the same household as himself"

Anti-social behaviour (ASB) includes a variety of behaviour covering a whole complex of selfish and unacceptable activity that can blight the quality of community life. Persistent verbal abuse, unruly behaviour, harassment and intimidation are known collectively as anti-social behaviour.

Below is a list of some examples of anti-social behaviour:

Not all of the above matters would involve the Anti-Social Behaviour Team and the initial complaint regarding problems should be made to the appropriate agency; for example, fly tipping to Waste Services, noise problems to the Environmental Protection Team. Street brawling, harassment, intimidation, damage to property, illegal use of fireworks and assault, etc. should be reported to the police. The other agency or department will begin the investigation of the complaint, but if the department feels that the Anti- Social Behaviour Team can help the situation due to the persistent nature of the issue, they will contact the ASB Team and request assistance.
