Housing

South Holland Homelessness Strategy Refresh 2009

In 2008 we published our Homelessness Strategy, which sets out how we will deal with homelessness, and help people in our area. In 2009 we updated the strategy with new information on how well we perform. We have also checked that the actions in the plan are still necessary and added new actions.

The economic downturn is clearly having negative impacts upon the lives of some local people. Although repossession claims are reduced, people are still struggling to pay mortgages and arrears, and demand for assistance is increasing.

The changed housing market has also brought opportunities, as owners are finding it hard to sell properties, there are more private rented properties available to let. The government has announced more investment in prevention services targeted at home owners and we have been awarded additional grant funding in 2009/10 to help people. In this refresh we will set out how we will use this funding.

This strategy also contains details of how we will work with partners to help those at risk of or fleeing domestic violence; so often a cause of homelessness.

As a provider of advice and homelessness service, we have much to celebrate. During 2008/09 we were the best performing local authority on homelessness prevention in the region; a success brought about making the most of our resources, and working with private and public sector landlords the local CAB and other agencies.

Lincolnshire County Homelessness Strategy 2008-12

The Lincolnshire County Homelessness Strategy Group has launched the County Homelessness Strategy 2008-12. The group is a strategic partnership made up of the seven local authorities in Lincolnshire and other key agencies such as Nacro, Supporting People, Children and Adult Services and Shelter.

The strategy has involved partners, stakeholders and service users in determining priority areas for action. These priorities form the basis of this strategy which will be achieved through partnership working and they are to provide: suitable supported housing, emergency accommodation, affordable housing, floating support services and prevention services.

May Read, Interim Housing Manager at South Holland District Council said: "We are proud to be launching our second strategy, and look forward to working with our partners and service users to change things for the better, for vulnerable and homeless people in the county. It is a tough challenge, and we welcome involvement from any person or organisation who can help us in our work. Anyone interested in being involved can contact me at South Holland District Council."

Housing Revenue Business Plan 2006-11

In the Housing Revenue Account Business Plan for South Holland District Council, we address the national and regional priorities for managing council housing and reconcile these with our own local objectives. In the document we set out our priorities for around 4,000 council-owned homes in South Holland and explain why these have been identified as our objectives. The purpose of the Housing Revenue Account Business Plan is to direct local action and, in particular, show how the Council will achieve the Decent Homes Standard by 2010.

Strategic Housing

Lincolnshire Housing Strategy

The Lincolnshire Housing Strategy has been adopted by all strategic housing authorities in Lincolnshire, together with Lincolnshire County Council and key housing partners in the public and private sectors.

The Strategy should be read in conjunction with its sister document, Lincolnshire Housing Strategy, Establishing the Baseline (March 2009)

Publication of the Strategic Housing Market Assessment

The provision of new affordable housing is a top priority for the Council. We have been working with other nearby councils to produce the Peterborough Sub-Regional Strategic Housing Market Assessment.

This shows supply, demand and need in the housing market. It suggests possible options for the future for both market and affordable housing. Much of the information is specific to South Holland and will inform the emerging Local Development Framework.

Housing Strategy 2006-11

Affordable Housing is the Council's top priority for development. In the Housing Strategy document for South Holland District Council, we address the national and regional priorities for affordable housing and reconcile these with our own local objectives.

The purpose of the strategy is to direct local action and we set out how we will achieve our aims in our action plan. This will be the guiding document for us and our partners involved in addressing local housing issues. We are proud that this document is regarded as 'fit-for-purpose' by the Government. An updated Action Plan is in the plan below.
