The purpose of the scheme is to give objectors and supporters of an application the opportunity to air there views about any particular application that is presented to the DCC.
Our information leaflet on public speaking (PDF , 35KB) gives a full overview of the process and below is a summary of the public speaking 'rules'.
- Only two people may speak in objection to an application and two in support of an application - the system is operated on a first come first serve basis.
- The two people wishing to speak in objection to an application consist of one member of the public and one member from a statutory body, such as a Parish Council, Environment Agency, Civic Society etc.
- So, to clarify the above point only one member of the public may speak on any one application, the second slot is reserved for a statutory body and can not be used by a second member of the public wishing to speak.
- The two people wishing to speak in support will consist of the applicant as one of the speakers and the agent as the other if required.
- If more than two people wish to speak in support and/or more than two against, we will liaise between parties to ensure that the speaker is aware of all interested parties concerns or comments
- The time limit per speaker is 3 minutes
- Speakers must register no later than 12 noon on the day of the DCC meeting. DCC is always (with the vary rare exception) held on a Wednesday evening (one per month).
Obviously, the opportunity to speak for or against an application will only be available if that application goes to DCC. All other objections or supporting comments to any application (whether it goes to DCC or not) should continue to be made to the SHDC's local planning authority in the usual way, in writing, quoting the planning application reference number.
