Local Development Framework

Revocation of Regional Strategies

The Government announced the immediate revocation of Regional Strategies on the 6th July 2010 under section 79(6) of the Local Democracy, Economic Development and Construction Act 2009.  Accordingly, they no longer form part of the statutory Development Plan for the purposes of Section 38(6) of the Planning and Compulsory Purchase Act 2004.  All references to Regional Strategies in other Policy Statements are no longer valid.  Planning Policy Statements (PPS) and Planning Policy Guidance (PPG) will continue to apply until they are replaced by the National Planning Framework.

The statutory Development Plan for the District now consists of the saved policies in the South Holland Local Plan 2006.  This will be replaced by the Local Development Framework (LDF) in due course.

A key element of the LDF is to streamline the process and encourage more involvement and participation with the local community. Communities are to be involved in developing ideas and sharing knowledge at the beginning of the process. This should help to ensure local people feel they own and have made major input into the production of policies and plans that will shape the future development of the District.

The LDF will be presented as a loose leaf folder that will contain all planning policy documents. This will ensure these documents can be updated and amended easily. The LDF will be made up of a number of important documents, including:

  • Local Development Scheme (LDS) - project plan setting out what new documents will be produced and when;
  • Statement of Community Involvement (SCI) - Document setting out how and when the Council intends to consult with the community.
  • Development Plan Documents (DPDs) - Documents that set out the planning policies to guide and control development in the District;
  • Supplementary Planning Documents (SPDs) - Documents that provide further and additional information on a policy or policies held within a DPD; and
  • Annual Monitoring Report (AMR) - Document that assesses the implementation of the LDS and the extent to which policies are being achieved.

The following sections identify a number of documents that the Council has produced under the new LDF system.

The Local Development Scheme (LDS) is a project plan setting out what new documents will be produced and the timetable for production for each.

Statement of Community Involvement (SCI)

The Statement of Community Involvement (SCI) outlines how the Council intends to ensure that all sections of the community have the opportunity to participate in the preparation, alteration and continuing review of all Local Development Documents (LDDs) and to be consulted on planning applications. It sets out how and when the community will be consulted and how you can get involved in the planning process.

Annual Monitoring Report (AMR)

The Annual Monitoring Reports (AMR) aim to monitor some of the key policies contained within the Local Plan / Local Development Framework (LDF) against key indicators or targets associated with the main land use policy areas of the plan. Each report examines the performance of the plan over the period 1 April - 31 March. The results of AMRs will therefore be essential in the development of an appropriate policy framework for the emerging LDF and help gauge the success of the LDF in meeting its objectives.
