Apply for planning permission for a Listed Building or in a Conservation Area

Conservation Areas and Listed Buildings exist to protect the historic integrity and heritage of the area. South Holland District Council has 13 Conservation Areas, each of which is listed below along with a map (click the links).

We have approximately 550 Listed Buildings in the District ranging from three storey Georgian Terraces to a 12th Century Abbey and 12th & 13th Century Churches. Listed Buildings are placed into three categories, Grade I, Grade 2* and Grade 2, with Grade 1 and 2* representing the top 8% of all Listed Buildings. All Listed buildings are protected under Planning Legislation and Planning Permission must be gained before any work is undertaken. English Heritage must also be consulted on works proposed to a Grade I or 2* Listed Building.


A common misunderstanding is that only work to the outside or frontage of a Listed Building requires permission, this is not the case. Any structural works, internal or external to a Listed Building will require consent. This includes structural walls, staircases or stairways, replacement windows and many other internal or external alterations - before you do anything, check with us.

This also applies to a building within a Conservation Area as all buildings within a Conservation Area require consent to undertake any external alterations.

We do have a specific type of planning application which deals with all and any works you wish to do to a Listed Building OR a building in a Conservation Area. (Surprisingly known as "Listed Building/Conservation Area Consent"!)

This application is dealt with in the same manner as a normal planning application, and indeed will result in either an approval or refusal. Listed Building/Conservation Area Consent is free to apply for but does not override the need to also apply for full Planning Permission at the same time if required.

Example 1:
If you wish to place a two storey extension on a Listed Building then you would need both Planning Permission and Listed Building Consent. The normal fee (currently £135) would apply to the Planning Permission but the Listed Building Consent would be free.

Example 2:
If you wanted to replace the front door to a Listed Building, you would NOT need Planning Permission but you WOULD need Listed Building Consent.

The same scenarios can be applied if the building you are dealing with is in a Conservation Area instead of being a Listed Building.

Once again, this is where the Planning System can become frustrating. In Example 1, above, permission may be granted for the normal planning permission but refused for the Listed Building Consent. Thus meaning you would not be able to build your two storey extension.

Again, due to the complex nature of the planning system we strongly recommend you call us (01775 761161 - ask for the Conservation Officer) for more specific advice about a Listed Building or Property in a Conservation Area.

It is important that you thoroughly go through with us what you want to do and apply and obtain the necessary planning consents before you do anything. Any unlawful work to a protected building may result in prosecution and fines and ultimately require the building to be returned to its former state.
