The Civil Contingencies Act 2004 imposed a number of duties on a wide range of organisations. These organisations were defined in the Act and given duties as either a Category 1 Responder or a Category 2 Responder.
Category 1 Responders include:
- Police
- Fire Service
- Ambulance Service
- District and County Councils
- Environment Agency
Category 2 Responders include:
- Utility Companies (Water, Electricity, Gas)
- Voluntary organisations
South Holland District Council is a Category 1 responder and the duties imposed on it include the following:
- Co-operation with other responders
- Information sharing with other responders
- Risk assessment
- Emergency planning
- Business continuity planning
- Business continuity promotion (Local Authorities only)
- Warning and Informing
- Training and Exercising
In Lincolnshire a multi-agency approach is being taken which is being overseen by the Lincolnshire Resilience Forum (LRF), which is a strategic body made up of senior staff from each responder organisation.
South Holland District Council has contributed to a Community Risk Register for Lincolnshire which has now been published and which can be viewed through the
Lincolnshire Resilience Forum website.
