What is a Portfolio Holder?

A Portfolio Holder is a Cabinet member with a specific responsibility that has been delegated by the Leader. 

Any decision that is made by a Portfolio Holder is subject to an initial report, and a subsequent decision which must be published by the Assistant Director - Democratic Services. Certain decisions are known as 'key decisions' because they have a significant impact on the community, or because they can result in costs or savings of £67,900 revenue or £167,500 capital. These decisions can only be taken if they have been advertised in the Council's Key Decision Plan (which replaces the Forward Plan). Councillors can 'call-in' any Portfolio Holder decision if they are unhappy with it. If a decision is called in it cannot be implemented until it has been scrutinised by the Council's Performance Monitoring Panel and sometimes by the full Council as well.

Operational decisions as detailed below in so far as (i) they are not already delegated to officers; and (ii) they are in accordance with the budget and policy framework and any other policy plan or strategy previously agreed by Cabinet or Council.

  • Consultation paper responses - allocated to the appropriate Portfolio Holder depending upon the subject of the consultation (except for consultation on matters of some gravity, or constitutional matters, which must be reported to the Cabinet as a whole, at the request of the Portfolio Holder);

  • Anything else falling broadly within the remit of the member's portfolio.

At Annual Council on 18 May 2011 a decision was made by the Leader to restructure the Portfolio Holders' roles and responsibilities.  There are approximately 8 Portfolio Holders, including the Leader, and 2 Junior Portfolio Holders.
