Forward Plan

The Forward Plan is a document which the Council is required by law to prepare. The Plan is updated every month.

The Plan contains:

- A list of 'key decisions' which the Cabinet, individual members of the Cabinet (Portfolio Holders), or officers propose to take over the next 6 months (The definition of a key decision is "a decision which, in relation to an executive function, has a significant effect on communities in two or more Wards of the Council and/or is likely to result in the Authority incurring expenditure, generating income or making savings in any single financial year above the threshold of £68,000 in respect of revenue expenditure and £167,500 in respect of capital expenditure (both figures are increased annually in line with the Retail Prices Index)")

- Details of recommendations which the Cabinet proposes to make to full Council on policy and budget matters (the full Council is ultimately responsible for approving and amending the policy and budget framework of the Council (details of this are set out in Article 4 of the Council's Constitution.) However, the Cabinet assists the Council by submitting recommendations to full Council for consideration. Before submitting recommendations, the Cabinet is usually required to consult on proposed amendments. Details of consultation arrangements, and details of when the Cabinet intends to submit recommendations to full Council for consideration, are therefore included in the Plan).

Please note that the six month Forward Plan replaces the four month document which was previously used and is a legal requirement for the Council to produce on a monthly basis. However, at the request of the Overview and Scrutiny members in agreement with the Leader of the Council it is considered more beneficial for members to have a Forward Plan for a longer period of time to enable more advanced scrutiny and challenge of decisions being made by the Council.
