Quorum: 3 Meets: ad-hoc Has executive powers
Composition: 3 members who shall not be appointed in accordance with the Local Government (Committees and Political Groups) Regulations 1990. At least one member of the Panel must be a member of the Cabinet - please see paragraph 5(a) of the Officer Employment Procedure Rules (Part 4, Section 8).
No member of the Appointments and Disciplinary Panel may be a member of the Appeals Panel.
Substitution: There will be no substitution of members.
Terms of Reference:
(a) Appeals against dismissal (including early retirement or redundancy) or disciplinary action in respect of Directors and Heads of Service with the exception of the Chief Executive, the Monitoring Officer and the Section 151 Officer.
(b) Appeals from employees against dismissal on the grounds of early retirement or redundancy.
(c) Appeals in respect of grading and grievances by employees of the Council, but not appeals under the Job Evaluation scheme where an alternative appeals procedure exists.
NOTE: In exercising these functions the Panel must have regard to the Officer Employment Rules set out in Part 4 of this Constitution and the Local Authorities (Standing Orders) (England) Regulations 2001.
