Composition: 4 members who shall not be appointed in accordance with the Local Government (Committees and Political Groups) Regulations 1990 (this sentence inserted by Council 28.5.03). At least one member of the Panel must be a member of the Cabinet - please see paragraph 5(a) of the Officer Employment Procedure Rules (Part 4, Section 8).
Substitution: There will be no substitution of members.
Terms of Reference:
(a) The making of recommendations to full Council on the appointment and dismissal (including early retirement and redundancy) of the Head of the Paid Service, or the taking of disciplinary action against him/her.
(b) The appointment of any Director or Head of Service, and the dismissal of, or the taking of disciplinary action against any Director or Head of Service except the Monitoring Officer and the S.151 Officer..
(c) The making of recommendations to full Council on the dismissal (including early retirement and redundancy) of the Monitoring Officer or S.151 Officer, or the taking of disciplinary action against him/her.
(d) Conducting the Performance Appraisal of the Chief Executive.
NOTE: In exercising these functions the Panel must have regard to the Officer Employment Rules set out in Part 4 of this Constitution and the Local Authorities (Standing Orders) (England) Regulations 2001.
