delegations to Senior Officers (i.e. Heads of Service,
or their successors, and above) rest with the Senior
Officer who is then responsible for the specified
functions; and (ii) that the delegations reflect any
amended post titles, subject to members being
notified of such amendments


(b) Authority to make any necessary amendments to
the Schedule of Delegation (insofar as it relates to
delegations which come within the jurisdiction of the
Cabinet) arising directly out of any changes to the
establishment so as to ensure (i) that existing delegations
to Senior Officers (i.e. Heads of Service, or their
successors, and above) rest with the Senior Officer

Committee of the Licensing Authority) which arise
directly out of any changes to the establishment so
as to ensure (i) that existing delegations to Senior
Officers (i.e. Heads of Service, or their successors,
and above) rest with the Senior Officer who is then
responsible for the specified functions; and (ii) that
the delegations reflect any amended post titles,
subject to members being notified of such
amendments (see also (f) below)


(f) Authority to make appropriate amendments to
the Constitution whenever changes are made to
the Schedule of Delegation by the Cabinet,
Development Control Committee or Licensing
Committee (or any other Committee or Panel
which is responsible for determining delegations
within its terms of reference), subject to members
being notified of such amendments


(g) Authority to make any necessary amendments
to the remainder of the Constitution (i.e. all parts except
the Schedule of Delegation to Officers) arising directly
out of any changes to the establishment, subject to
members being notified of such amendments


(h) Authority to make such amendments as may be
necessary to ensure that the Constitution is brought
into line with any future legislation which overrides the
provisions of the Constitution, subject to members being
notified of such amendments


Amendment of all monetary values included within the
Constitution as required by the Constitution and in
accordance with such indexation calculation as may be
included within the Constitution, subject to rounding to
the nearest £10, £100 or £1000 as considered
appropriate by the HOF.


(i) Authority to make any necessary future changes to
the Constitution arising from any further decision which
may be made by the Development Control Committee
in relation to public speaking at the Development Control
Committee, subject to members being notified of such
amendments

Authority to act as "Authorised Officer" to ensure that
any procurement in accordance with the Procedure
Rules, and that consultant's performance is monitored
(Rule 1.4).

Constructionline database where considered to
be in the Council's best interest.

(iv) Partnership Authority to enter into a
longer term contract with a single service provider
for the supply of supplies, services or works on
the principles of shared objectives, risk, resources
and continuous improvement in performance
(following tender).

Regulations under the open, restricted or
negotiated procedure, as appropriate.







Authority to act as "Authorised Officer" for the
purposes of opening of tenders (Rule 19.2).
