This includes:
- The level of basic allowance
- Special Responsibility allowance
- Cabinet members allowance
- Child care and dependant carers' allowance
- Travel and Subsistence allowance
- Expenses of the Chairman and Vice-Chairman of the Council
- Payments to parish members and independent members of the Standards Committee (Co-optees' allowance)
The Panel is made up of five independent persons who are not members of the Council and are not closely connected to an elected member of the Council.

Members' Allowances
Councillors are paid a basic allowance, but may also be entitled to additional allowances and expenses for taking on special responsibilities.
The Members' Allowance Scheme is developed and maintained by the Council's Remuneration Panel. the Panel's responsibility is to provide the Council with advice on the Allowance Scheme and recommend the amounts to be paid to members, based on national comparisons but reflecting local pay scales.

The new scheme for the payment of Members' Allowances was approved by Council on 15 October 2008 and will be implemented on 1 April 2009. The allowances are currently based on the 2008 LGA rate but are to be updated when the 2009 LGA rate is published.
The current scheme for the payment of Members' Allowances was approved by Annual Council on 16 May 2007.
