The authority has launched a short survey which will only take around ten minutes to complete, asking for opinions on plans to alter the scheme, which will be introduced in April 2017.

Of the 3,511 residents currently eligible for reductions in their bill, the vast majority are likely to see a reduction in support of less than 77p per week.

Council tax support for pensioners will remain unaffected. There will remain provision in the scheme calculation to recognise the additional needs of the disabled, those with children and those with caring responsibilities.

Some of the proposals include:

  • Working age residents on low incomes entitled to up to 70 per cent rather than 75 per cent relief.

  • A reduction in the amount of savings and capital residents can have and still be eligible for relief.

  • An end to support for claimants who earn above the threshold but have low income adults living with them.

  • Decrease in the rate of support for those who have non-dependent adults in the household.

Cllr Peter Coupland, portfolio holder for finance, said: "In recent years the council has experienced major financial changes due to reductions in funding from central government, volatility on financing and cost/income pressures on services.

"However, we also aim to develop safer, stronger, healthier and more independent communities whilst protecting the most vulnerable and protection in the existing scheme will not be changed but will be strengthened by the inclusion of a hardship policy.

"We value your opinions and they will help us make an informed decision, so if you are affected by these changes, please have your say."

The deadline for responses is 5pm on Wednesday, December 14. The survey will help inform the council before a final decision is made on January 18 at a full council meeting.

To complete the survey visit Paper copies will be available from reception at Priory Road.
